You know all those big empty parking lots around BC place and Roger Arena? Every time I drive by it, I am thinking to myself: "Couldn't they use this space better!" A total of $1.3 billion will be invested in the area — a sum that includes Paragon’s proposal for a $535-million casino, hotel and entertainment complex
